When a technician is not assigned to a work order, the work order does not always appear in the Work in Progress list. This creates a risk that unassigned work orders will be overlooked or lost.

It would be beneficial for all open work orders, including those without an assigned technician, to remain visible in Work in Progress until they are completed or otherwise closed.
